Abstract

ABSTRACT The Government of the Republic of Namibia as a multi-layered organisation of systems, desires to be effective, efficient and integrated in service delivery. Although it continues to invest significantly in the acquisition and development of information systems, active results and efficiency are not necessarily produced as expected. A concern in public roads traffic control are the various traffic fine information systems involved, which are heterogeneous and decentralised. This has caused challenges, such as fines collection and clearances of traffic related offenses. Systems integration (SI) can be a response to address the issues of decentralised and disparate systems, and the necessity for flexibility and quickness in providing services, and avoiding new systems introduction. The research provides a framework which guides implementation of an integrated traffic fine information system. A qualitative research method has been applied as the research design, as it enables researchers to study phenomena in their natural settings and seeks an understanding, which was critical in this research, and this helped to avoid assumptions and expectations. A case study strategy was adopted, which involved five cases. Purposive sampling was accepted as the selection method of the study cases and participants. Questionnaires, documentations and interviews were used to collect data about the case studies, and the data collected was analysed and further supported with a theoretical framework as a lens, namely diffusion of innovation (DOI). The analysis revealed factors of significant influence to the implementation of integrated systems, such as, some systems running on legacy platforms, interoperability encounters, consultants’ dependency in decision making, lack of stakeholders’ collaboration, and skills development within stakeholders. Based on an understanding of the said factors and with literature findings on integration technologies, an integrated traffic fine information system framework was designed.
